
On January 14, parliament appointed Mykhailo Fedorov as head of the Ukrainian Ministry of Defense.
Mykhailo Fedorov spoke to AIN about his appointment and plans for his new position during a meeting with the media.
Management focused on results
Fedorov emphasized that the primary task is to restructure management, with the Ministry of Defense becoming a center for civilian oversight and coordination, rather than just a procurement agency.
“Management must be built around those capable of achieving defined goals. If people don’t demonstrate measurable results, they can’t remain in the system,” he said.
According to Fedorov, the team has already studied in detail the structure of expenditures and the budget deficit of the ministry for the current year. Thanks to the digitization of processes, there is now a clear understanding of where savings can be made.
Strategic goals
The president set the task of creating a system that would force Russia to make peace by force through asymmetric strikes and economic pressure. Fedorov announced a specific performance indicator that the agency is striving to achieve.
“The second strategic objective is to kill 50,000 russians per month. Last month, 35,000 were killed; all these losses are verified on video,” he added.
The basis for such verification is the eBalls system, which Fedorov calls the backbone of enemy loss verification. The team also actively collaborates with international consultants such as CSIS, Rand, and RUSI to better understand the mathematics of war.
Mission control and analogues of Mavics
One of the most anticipated decisions is the launch of the Mission Control project, which will close the entire cycle of drone use: from procurement to specific deployment on the battlefield. Each crew will enter data on the type of UAV and the location of the mission, which will allow for systematic calculation of effectiveness and the formation of monthly ratings for managers.
In terms of technical support, Fedorov announced the release of domestic analogues of popular Chinese drones.
“It is important to find a replacement for Mavics and other Chinese drones. As early as this month, we are testing a solution. We will have our own Mavic analogue: the same camera, but with a longer flight range,” he said.
The scaling of the experience of drone assault units and the hunt for russian UAV operators is also continuing. This month alone, the military plans to supply 40,000 interceptors.
About cooperation with partners
Ukraine plans to more actively integrate international partners into its projects by offering them unique battlefield data.
“Partners want our data. We will build a system on which they can train their software products using our data. Today, frontline data has extraordinary value. That is why we will build a data polygon to train their AI models,” Fedorov concluded.
