Winners of the GovTech Award 2025: Who received awards at the RESTART conference

In 2025, AIN and Strimco launched the First Ukrainian GovTech Award. This initiative was created to recognize digital solutions that improve the efficiency of the state, make it more transparent, and simplify the lives of citizens.

On October 25, at the RESTART conference, the winners of the awards were announced — projects that bring real benefits to people and the state.

The winners of the first Ukrainian award were selected by an expert jury consisting of leading specialists in the field of digitalization and development: Oleksii Dorogan (Executive Director of BRDO), Galyna Pustova (Director of CDTO Campus), Viktor Lyakh, (President of the Eastern Europe Foundation), Oleksandr Strelnykov (Editor-in-Chief of AIN), and Roman Lansky (CEO of Strimco).

Who won in the nominations

  • The Dia.AI project won in the category “Best AI Solution for the State.” The project uses AI capabilities to improve the efficiency of government structures. It can already independently process up to 85% of citizens’ requests.

  • The ProZorro system demonstrated the greatest anti-corruption effect. The electronic public procurement system was recognized for its key contribution to the transparency of public spending and the minimization of corruption risks.

  • The Reserve+ app won in two categories: “Best Reengineering of Public Services” and “Most User-Friendly Interface”. The mobile app received double recognition for its rapid implementation and significant simplification of public services for conscripts, as well as for its high-quality user experience.

  • DOT-Chain Defence was recognized in the category “Most Influential on the Battlefield.” The digital ecosystem integrates verified suppliers, the military, and the procurement agency into a single operating model.

  • The title of “Underdog of the Year” was awarded to the ESOPFO MSEC system. The electronic processing system of the Social Protection Fund for Persons with Disabilities and MSEC was recognized as an underrated project with significant potential for improving social services.

In addition, the audience award went to the eRecovery service, a state program and service for obtaining assistance for the repair of damaged housing.
