
Ukraine and Estonia will create an AI sandbox and AI accelerator. The countries are launching joint projects on digitalization.
During the Tallinn Digital Summit, Estonian Minister of Justice and Digital Affairs Liisa-Ly Pakosta and Ukrainian Deputy Minister of Digital Transformation Vitaly Balashov signed a memorandum of partnership.

The document provides for the creation of a joint AI Accelerator to test and implement artificial intelligence-based solutions in the public sector.

There are also plans to launch an AI sandbox, a secure environment for testing new technologies before their large-scale implementation.

Other areas of cooperation include the development of EdTech projects, in particular AI tutors and digital education platforms; joint participation in NATO’s Locked Shields cyber exercises; and the introduction of post-quantum cryptography to strengthen the protection of state data.
Estonia, a recognized leader in e-governance, will combine its experience with Ukrainian innovations born during the war.
Representatives of the Estonian Ministry of Digital Affairs were present during Mykhailo Fedorov’s speech at this year’s IT Arena. They accepted the challenge from the Ukrainian Minister of Digital Transformation, who stated that Ukraine plans to become one of the top three countries in terms of digitalization by 2030.
