The Prime Minister Prof. Zdravko Krivokapić, talked yesterday at the Government press after the declaration of first MPA in Montenegro, pointing out following: “The proclamation of the first marine protected area in Montenegro is important for further cooperation at the Mediterranean level, given the available funds and support for further research on marine biodiversity, establishing best practices for effective management and control of activities, training and capacity building”. The Prime Minister said that the green agenda for Montenegro is one of the most important priorities of the Government, and said that our future depends on the choices we make today. He said that he was grateful to the European Commissioner Oliver Varhelji for supporting Montenegro in the steps that, as he said, our country had taken in building a carbon-neutral future. “By revising the nationally determined contribution of greenhouse gas emissions, we have committed ourselves to a reduction of 35% and thus, together with our European partners, fully confirmed the essential commitment to the fight against climate change”, said Krivokapić.
From his side, the Minister of Ecology, Spatial Planning and Urbanism of Montenegro representative, Mr. Ratko Mitrović underlined that Platamuni area was declared as protected area primarily due to its value of biodiversity, especially those species and habitats that are important for protection. “The proclamation of the first marine protected areas is important for further cooperation at the level of the Mediterranean, having in mind the available funds and support for the research of marine biodiversity,” said Mitrović. He emphasized that the expansion of the network of protected areas, and especially the placing of new marine areas under protection, is specifically important for the process of Montenegro’s accession to the European Union (EU).
Activities allowed in parts of the protected area with the second degree protection regime are:
1. fishing with floating parangals and strike tools that do not have contact with shellfish and do not harm species and habitats on the sea floor, and in accordance with the conditions imposed in the fishing permits;
2. installation and use of underwater diving trails for nature interpretation – maximum of 2 trails in selected parts of protection zone II to be determined based on appropriate professional background;
3. controlled scientific research and monitoring of natural processes;
4. controlled visits for educational, recreational and tourist purposes, exclusively in part II of the protection zone, which will be determined on the basis of the appropriate professional basis;
5. protection measures, rehabilitation and other measures necessary for the protection of the area;
6. applying special intervention measures to protect the marine ecosystem;
The prohibited activities in parts of the protected area with the II degree protection regime are:
1. fishing, except for fishing with floating parangales;
2. uses of natural resources;
3. ship anchorage;
4. movement and stopping of vessels with an engine greater than 10 hp, except official vessels of managers and common services for the control and inspection of activities at sea;
5. Mariculture
6. establish or construct objects;
7. changes in surface purpose;
8. chasing, trapping, harassing and killing animal and plant species;
9. extermination of alohton and invasive species;
10. Works that could lead to damage to species and habitats and archaeological values;
11. the use of materials that may endanger the vitality and fundamental natural values of the marine ecosystem;
12. accidental or intentional disposal or disposal of utility and any other waste;
13. damage to underwater geological and geomorphological values;
14. impoverishment of the natural background of wild species;
15. pollution or danger of extinction of the sea
In the parts of the protected area with the protection regime III degree (protection zone III), activities will be carried out that allow the sustainable use of the protected area, which means the selective and limited use of natural resources, while maintaining ecological functional connections and integrity of the protected area.
The activities allowed in parts of the protected area with the degree III protection regime are:
1. controlled recreational economic and sport fishing, in accordance with the conditions and restrictions of the fishing permit determined on the basis of the scientific opinion of the Institute of Marine Biology;
2. moving and stopping the powerboats;
3. arrangement and use of pedestrian and recreational paths on land;
4. controlled installation and construction of an adventure park and a take-off and landing point (zone) for the paraglider;
5. interventions to restore, revitalize and generally improve the protected area;
6. Scientific research and monitoring of natural processes;
7. application of protection and recovery measures;
8. Intervention measures to protect ecosystems in the event of accidents and elementary accidents.
The prohibited activities in parts of the protected area with the III degree protection regime are:
1. installation or construction of objects that contaminate, damage or endanger the marine and coastal ecosystem, natural habitats and species;
2. changes in surface purpose;
3. disassemble, trap, harassing and killing of animal species;
4. extermination of alohton species;
The following activities are allowed in the area belt:
1. The construction of objects in accordance with the valid documentation of the spatial plan with the application of the conditions and guidelines for the protection of nature, as well as the environmental protection measures related to the spatial plan and project documentation;
2. build a sewage collection / drainage and cleaning system, putting out of use septic tanks and retirement wells;
3. Development of agro-ecological tourism activities and projects with the construction of small capacity accommodation facilities, with little ′ ′ spatial consumption “, in areas to be defined in the appropriate planning document.
The prohibited activities in the area belt are:
1. the construction of objects that pollute ground and surface waters with their wastewater or the their cleaning system effectiveness is not in line with the law prescribed quality standards and parameters;
2. building objects and establishing shops, activities and uncleaned underground sewage objects (septic tanks and wells);
3. construction of objects that lead to significant degradation of natural habitats
